I found the same when I moved to Chapel Hill, North Carolina. Meetup.com didn’t work as well for us as it did for other cities, so I spearheaded a regional bloggercon. That event attracted about 150 people, and that sparked a regular meetup of bloggers in Chapel Hill and another in Raleigh. So start with a big event to get everyone together, and when you all meet, you’ll find ways to schedule regular face time with each other. See how we do it at http://blogtogether.org.

Find the “city” blogs… like Metroblogging, *ist, or whatever. They’re likely getting a huge audience of locals, let them promote the meetup and spread the word.
