ThemesPress is a service that allows you to automatically convert your HTML and CSS based design into a WordPress blog theme, allowing you to take full control of the look of your blog without having to know or bother with PHP. Get your design powered by WordPress in minutes!

All generated themes are Widget ready!

I am not sure of the quality of this service, but it is an interesting idea, and one that I think could be developed into an amazing service. It won’t ever fully replace real programmers and WordPress experts, but for standard two column designs, I don’t see why a service like this couldn’t take care of it for non-programmers.
