I think that Trac isn't an appropriate venue for <em>collaborative design</em>. I point to <a href="http://www.markboulton.co.uk/journal/comments/drupalorg_design_iterations_and_designing_in_the_open/" rel="nofollow">Drupal's site redesign</a> by Mark Boulton (not yet applied) as a working collaborative, iterative process for design -- one that didn't use Trac.
